A practical 100-outcome system
Two ten-section wheels generate the tens and ones digits. This keeps each 00-99 outcome readable and gives the published result a consistent two-digit format.
Reference-first publishing
Before publishing a result, an editor should check its date, round, source, and time. The public archive is populated only after publication.
